I have encountered a few issues referring patients for radiological investigations. By default, doctors can refer patients for radiological tests. Any other HCP wishing to refer has to sit the IR(ME)R Referral Protocol test. I have now done this, and on the whole everything is ok, but I still have some scans rejected and requiring GP to countersign, even though they know nothing about the patient in question.

I sat the IR(ME)R test and now refer daily. I would find being without it very inconvenient.
